2003-2004 Report Card

Library Goal 2: Implement policies and procedures that establish avenues for correcting and maintaining accurate holdings in all ILS modules, especially OPAC and CIRC.

College Goal: We will identify, develop, and implement measures of academic excellence and institutional effectiveness and evaluate the progress of the institution’s achievement of its goals and strategic objectives.

Target was met.  Objective 5, load detailed serial holdings into OPAC has not been completed.

Objective Action Taken Continuous Improvement
Objective 1: Establish and implement procedures for routinely identifying, notifying and blocking patron records with overdue billed, late, or replacement status.

Procedures were put in place to routinely identify patron records that need flagging for above stated reasons. Procedures ensure that materials are recalled in a timely fashion ensuring adequate and appropriate collections being available.

This procedure was important to formalize because the library does not have funds to replace lost items. It must replace lost items with the same monies used for purchasing new materials. Procedures after migrating to the III system and to PeopleSoft were lax and large numbers of materials were not being returned because patron records were not blocked in a timely manner. This resulted in significant numbers of materials being unavailable to anyone other than the original patron who checked the material out. Faculty have been a large part of this issue and efforts should continue that improve faculty time frame for returns.

Continue with established procedures. They seem to be working.
Objective 2: Establish procedures for allowing patrons with library blocks to register if fines and fees cannot be assessed at time of request but will ensure that student will pay fines in reasonable time after assessment has been made. Procedures should include way to communicate status to Registrar. Procedures established in conjunction with registrar that allow students to register with understanding that they have limited time period to become in good standing with library. If patron fails to clear record, they can be administratively dropped or records can be blocked. This is usually the result of patrons retaining materials excessively long past dues dates or the loss of materials. Continue with established procedures. Periodically monitor procedures with Registrar and Business office to see if procedures need to be adjusted.
Objective 3: Reclass reference materials to separate bibliographic location for the purposes of searching the OPAC and Inventory. In the Library Catalog, a Keyword Search can be limited to Locations such as Lee Electronic Resources, Annex, Main, Government Documents, and Music. Completed
Objective 4: Standardize procedures for enhancing materials records (including government documents) by linking to current URL in MARC field 856. ILS Consortium and staff have successfully segregated “reference collection” into one bibliographic location making it easier for staff and patrons to identify reference materials. MARC 856 field is now being linked as part of any record that offers a corresponding URL. This is most common with many of the government document materials because the FDLP is changing many hard formats to electronic. In many cases, multiple formats exist and the bibliographic record reflects the 856 link. Hire additional professional librarian who can help with the technical processing of Government Documents due to significant number of documents being transformed into electronic format and the FDLP no longer notifying its participating libraries about the existence of these documents in any form. A professional librarian is needed to find and retrieve the records as well has catalog them. Consideration should also be given to contracting with a service that will provide FDPL records for uploading into our system based on our selection criteria. Also, the GPO gave a less than satisfactory rating regarding the number of personnel working with this collection.
Objective 5: Load detailed Serial holdings records into OPAC module. Establish procedures for migrating all holdings into system by end of spring semester. Serials records are being inventoried and corrected. The serial record is being prepared to receive detailed holdings information. Preparation for ensuring that an ISSN with multiple formats will have its holdings appear on one record. This will assist patrons in identifying total holdings of any one title. Continue work in this area. Consider loading the records for electronic serials into the OPAC/module. If time permits, fulltext serial records of databases can be loaded into the OPAC/module. This will require additional manpower.
Objective 6: Eliminate “ghost” records from OPAC that either are not truly held by library or have no item record attached to bibliographic record by attaching record as needed. All microfiche were inventoried to verify holdings. Several thousand incorrect records were eliminated. Items that were held were attached to the correct bibliographic record. This problem originated with the vendor who provided these records not having an updated selection list. We no longer use any vendor for the purpose of providing us with these records. If it is decided to retain the services of a records vendor, procedures should be put into place that ensure that vendor has latest selection criteria and is not sending records that are not of our interest/holdings.
