Emergency Operations Plan (EOP)
Lee College has developed a comprehensive Multi-Hazard Emergency Operations Plan (EOP) per Texas Education Code 37.108. This plan provides guidelines on how to prevent, prepare, mitigate, respond, and recover from potential natural disasters or emergencies, as defined by the Texas School Safety Center.
The Basic Plan is the core of the Lee College Multi-Hazard EOP and provides a framework that outlines our intended approach to managing incidents of all types. An EOP assigns responsibilities to Lee College key personnel and determines how actions will be coordinated internally and with emergency responders.
The EOP integrates accepted emergency response practices, including the Incident Command System (ICS) and the National Incident Management System (NIMS). It is designed to allow for integration with local, state, and federal emergency management agencies.
The three components of the EOP:
- Basic Plan: The overview of the college's approach to emergency management.
- Annexes: specific emergency response functions, such as
- Active Threat
- Communicable Disease
- Continuity of Operations
- Cybersecurity
- Emergency Communications
- Evacuation
- Facilities Access Management
- Hazardous Materials
- Psychological Resilience
- Reunification
- Severe Weather
- Training and Exercise
- Utilities
- Appendix: hazard-specific response procedures for particular types of emergencies, such as
- Active Shooter
- Bomb Threat
- Hurricane/Tropical Storm
- Tornado
- Train Derailment/Hazardous Materials Spill
- Petrochemical Plant Chemical Release
The EOP is reviewed and updated at least annually.
Multi-Jurisdictional Hazard Mitigation Plan
Lee College is participating in the 2025 Harris County Office of Homeland Security & Emergency Management Multi-Jurisdictional Hazard Mitigation Plan (MJ-HMP) Update. The purpose of the MJ-HMP is to create a coordinated, comprehensive strategy among multiple jurisdictions, such as cities, counties, school districts, or other governmental entities, to reduce or eliminate long-term risks to people and property from natural and human-made hazards.
