Review of Membership and Purpose of the Committee

This committee consists of college employees, students, and community partners. The purpose of the group is to provide education and support to the campus regarding our Drug Free Campus policy and statement and to provide oversight of the goals and activities for the Biennial review . Participants were provided time to introduce themselves.

Events and activities for the 2024/25 academic year

The Alcohol/Drug Abuse Prevention Statement has been updated and can be found online at https://www.lee.edu/advising/files/aod-policy.pdf.

The committee reviewed events for the 2025/26 academic year. Ongoing events and programs include:

  • Narcan Dispensers on Campus – provided through BACODA. More information can be found at https://www.lee.edu/emergency/overdose-kits/. These kits are strategically placed across campus next to the AED cabinets.
  • New Student Orientation — Information on the Drug Free Campus Initiative, this committee, and the Tobacco-Free Campus policy is presented at all NSO sessions for first time to Lee College students.
  • SAMHSA Garrett lee Smith Campus Suicide Prevention Grant – in its third year and final year, this grant includes support for Alcohol and Other Drug screenings and referrals
  • Mental Health First Aid Training — Available to all Lee College employees, this MHFA training is provided through The Harris Center providing participants with a 3-year certificate. The training includes information on support for substance abuse. Since 2018, over 300 employees have been trained with over 100 currently certified.

Tobacco-Free Campus Policy

Lee College is a tobacco-free campus. Tobacco (nicotine) products are banned from all areas of the campus including personal and school-owned vehicles. Cessation support can be found online at https://www.lee.edu/about/maintaining-a-drug-free-campus/tobacco-cessation/ to include the Texas Quit Line providing free counseling and nicotine replacement therapy.

Cessation Support

Peers Against Tobacco is a recognized LC student organization.

  • Through University of Texas with funding through the Texas Department of State Health Services
  • Provides campus support with the Tobacco EDU interactive curriculum (https://www.tobacco-edu.org/). This fall, a reminder was sent out relevant faculty such as health classes, learning frameworks, and addiction counseling.
  • Through the state organization, LC receives $1,000 annually along with great resources and swag designed to support our tobacco-free campus educational events.

2025/26 Activities

Information was presented on completed and upcoming activities to support our drug free campus initiative. Unfortunately, our annual Summer Bash event was cancelled in June due to weather and a power outage, but will be offered again next summer. Completed activities include information provided at New Student orientation, to our athletes, and information at the Parent Expo. Upcoming events will include tabling events at Fall Fiesta, Wellness Wednesday tables, Spring Fling, and the annual health fair.

Drug Free Campus Policy and Clery Reporting

Jose Martinez, the Director of Student Conduct and Compliance, provided information on the Annual Security Report which includes sharing the Alcohol/Drug Abuse Prevention Statement. Violations of our policy are reported in this document which includes violations happening on campus and property adjacent to the campus.

Biennial Review

This mandatory report is produced every 2 years with two objectives: 1) determine the effectiveness of the Alcohol, Tobacco, and Other Drug (ATOD) Prevention program and 2) to ensure that the campus enforces the disciplinary sanctions for violation of the ATOD policy. At this meeting, there was a review of the strengths or favorable compliance as well as compliance concerns. Goals for the next biennium include the following:

  • Create a system for accountability to assure that emails are sent out to all employees annually.
  • Develop activities to address information sharing and reporting of Alcohol, Tobacco and Other Drug violations. This will include meetings with key stakeholders with representation from Security, Conduct, and Athletics.
  • To assist with the conversation regarding reporting issues, the Drug Free Campus Committee membership will be reviewed to ensure key personnel are participating.

Open Discussion

There was a discussion on how we can provide better reporting of violations of the policies related to Alcohol, Tobacco, and Other Drugs.

  • It was noted that there are tobacco-free campus signs in every building around campus.
  • The reporting of violations is tied to security on campus who are the first point of contact. Faculty, staff, or students should call security at X6888 (281.425.6888) to report violations.
  • Corporal Collette shared that LC security does receive reports and respond. If students are caught with nicotine products, they are provided information on where they may smoke or vape (city sidewalks). If they are caught more than once, they may get a ticket.
  • There is a need to have more information and communication regarding violations to include a review of the student code of conduct.
  • Information was shared on the anonymous reporting from Crime Stoppers for the school district. The College does not have the app, but anonymous reporting can be set up.
  • Martha reported that she noticed the smell of smoke in the restrooms in the TV1 area, but never saw individuals actually using nicotine products.
  • It was suggested a sub-group of this committee meet to review the code of conduct and provide support to reporting of violations.

Adjournment / Next Meeting

This committee will meet again in the spring semester with a date and time to be announced. We continue to strive for membership from key stakeholders.
